J-1 Scholar Initial Request

J-1 INITIAL REQUEST EFORM: Used for individuals seeking J-1 status as a paid or unpaid researcher at UC San Diego who are not currently in J-1 status, and who will not be enrolled as a student full-time in classes at UC San Diego. 

J-1 TRANSFER-IN REQUEST EFORM:  For individuals already in J-1 status who wish to transfer to UC San Diego as a paid or unpaid researcher. These individuals are not currently at UC San Diego but currently in a J-1 program sponsored by programs such as Fulbright or other academic institutions.

Create a New Scholar Record

If the scholar is not currently affiliated with UC San Diego under a previous status (e.g., F-1/F-1 OPT) or is not transferring their program from another institution, the department must create a new scholar profile by completing the 'Add New Person' e-form available under 'Tasks'.

J-1 Scholar Lookup

If the scholar is already affiliated with UC San Diego (e.g., under a previous status such as F-1/F-1 OPT) or is transferring their program from another institution, you can go directly to the "J-1 Scholar Initial Request" e-form. You will be prompted to look up the scholar’s existing international record using their university ID and date of birth.

J-1 Scholar Initial Request:

Departmental users are required to complete a series of eforms within the J-1 Scholar Initial Request group.  All required eforms must be completed before the iServices system will allow submission to ISEO.

NOTE: Always click the link at the top of each eform listed as MAIN PAGE| TEMPID | SCHOLAR NAME to return the to other eforms within the group INSTEAD of pressing the back arrow in the web browser.

New J-1 Scholar Request Initiation

The submission of this initial individual e-form will trigger an automated email to the scholar, providing them with access to log into iServices.

The scholar can then start completing their e-forms simultaneously while you work on the departmental e-forms.

New J-1 Program Information

Appointment Data

Exchange Visitor Department: Select the appropriate option from the dropdown menus provided.

Appointment Start and End Dates: Ensure the start and end dates match those stated in the appointment letter uploaded in this e-form, as these dates will be printed on the DS-2019.

UC San Diego Appointment Title/Second Appointment Title: Select the appointment title and title code from the dropdown menu. Only one title can be added in this section. If the scholar holds a second appointment, you may upload an additional appointment letter and mark “yes” to the second title when prompted.
Note: Postdoctoral appointment letters usually list all titles in a single document.

Paid Position: Indicate if this position will be paid by UC San Diego.

Full Time or Part time: Indicating full-time or part-time will populate different instructions to processing within the eform. Please note: Staff appointments in J-1 status should be full-time. Please reach out to ischolars@ucsd.edu for further discussion if you desire to employ a J-1 Exchange Visitor in a staff position at less than full-time.

Tenure Track: The J-1 Research Scholar and Professor categories prohibit their use for persons holding tenured or tenure track positions. If the position is tenured or tenure-track, you will need to request H-1B status instead for this individual. 

Appointment Period: The appointment length informs the appropriate J Category Selection.  

If there is the expectation that the scholar will extend their program beyond six months, we recommend they come in the "Research Scholar" category rather than the "Short Term Scholar" category. 

J-1 Exchange Visitor Categories

J-1 Exchange Visitor program and the categories listed below are usually the most appropriate classification for international visitors who come to UC San Diego temporarily to teach or engage in research.

J-1 Category Duration
J-1 Short Term Scholar
  • Maximum duration of 6 months
    • No extensions beyond this period will be allowed
J-1 Research Scholar/Professor
  • Maximum duration of up to 5 years
  • Will only authorize for current appointment duration but can be extended
  • Scholar will have 24-month bar against repeat participation in another Research Scholar/Professor J-1 program after completion of current program
J-1 Student Intern
  • For any period of time up to twelve months; extensions beyond twelve months are NOT possible.
  • This category is for students who are currently enrolled in an undergraduate degree program in their home country, or a graduate degree program and they wish to avoid the 24-month bar associated with the Research Scholar category.  
    • If your prospective scholar has not completed a bachelor's level degree program and is currently enrolled in one in their home country, you must request the Student Intern category.
  • Note that there is a 12-month bar associated with this category that prevents beginning a program in the Research Scholar/Professor categories until twelve months have passed; see the 12-month bar.
  • Student intern category has a J-1 Student Intern Evaluation requirement

Note: We will not support J-1 Staff Volunteer appointments for persons who would normally be appointed as Postdocs if they had sufficient funding or for Visiting Graduate Students who have exhausted their 2-year time limit, as this would be circumventing other institutional policies.


Description of the Research Activity:Provide a clear description of the research the scholar will undertake. There is no character limit for this text field.

Insurance Coverage Information

A dropdown menu will allow you to indicate whether the scholar is eligible or ineligible for UCSD benefits. The J-1 category requires Exchange Visitors to maintain minimum levels of insurance coverage.
Note: The UCSD CORE plan does not meet J-1 coverage requirements.

 

 

 

New J-1 Primary Site of Activity

Primary Worksite: A dropdown menu provides the three most common sites of activity, with the option to select "Other" and enter the worksite address.

Note: A J-1 Exchange Visitor is required to be onsite at least 60% of the time to meet the objectives of the exchange program.

New J-1 Department Additional Site of Activity

Secondary Site of Activity: This e-form can be submitted multiple times based on the number of additional worksites. Each form allows for only one address per submission. If a scholar has three secondary worksites, submit this form three times, one for each location.

  • Remote Worksite: If the scholar will work remotely from their private residence, it may be listed as an "Other" site in this e-form.

New J-1 Scholar English Proficiency

A drop down list will allow you to select which of the following methods of English proficiency assessment applies to the scholar. Scholars must show one of the following:

Acceptable Evidence of English Proficiency

Interview by Individual from UC San Diego:
If the scholar was interviewed an individual at UC San Diego, such as a Professor, you will enter their name and email information.  
  • An email will be sent to the interviewer with a link to complete a second approver e-form to attest to the following:
    • Interview date (if interviewed over multiple dates, indicate just one date)
    • Interview duration in minutes (minimum of 15 minutes; use only digits)
    • Interview modality (In-person, Videoconference, Teleconference)  
    • Attestations (respond Yes or No) to the following questions:
      • Was the interview conducted entirely in English, and was the scholar able to understand the questions and provide appropriate responses?
      • Did the scholar demonstrate adequate proficiency in speaking, listening, and comprehension to meet the objectives of their program?
      • Does the scholar have sufficient English language proficiency to effectively engage in daily life within the UC San Diego community and the greater San Diego area?
      • Does the scholar have sufficient English proficiency to communicate effectively in the event of an emergency?
  • Once the interviewer submits the required verification, department contacts will be notified via email that the e-form has been completed.
  • Note: The next e-forms in the group will be LOCKED until the interviewer submits the required information.  
English Language Test: 
Upload documentation of one of the following English language tests with scores meeting the minimum requirements:
  • IELTS band 6 or higher
  • TOEFL 61 (IBT), 173 (computer-based), 500 (paper based)
  • PETS level 5 or higher
  • Duolingo English Test (DET) score of 115 or higher

**English Language Tests other than the above are not accepted at this time**

English Language Program Completion: 
A certification from the scholar’s institution or an English language school may be submitted.
    • The certification must be in English, on official letterhead, signed by a school official, and issued within the past six months, confirming that the Exchange Visitor has sufficient English proficiency to function in their UCSD position and interact with the local community.
Diploma from Institution delivering curriculum in English: 
Diploma with scholar's name for graduates of U.S. schools; or International schools that teach in the English language. 
  • Schools in the UK, Australia, New Zealand, and Canada (excluding Quebec) are acceptable. For Canadian schools located in Quebec, additional documentation is required to confirm that English is the primary language of instruction or to provide alternative proof of English proficiency.

New J-1 Faculty Sponsor Certification

Medical Degree Confirmation: 

Indicate whether the scholar has a medical degree by selecting "Yes" or "No." This item is required regardless of the scholar’s medical degree status.

Faculty Sponsor: 

An email will be sent to the faculty sponsor with a link to complete a second approver e-form to provide confirmation. Once the faculty sponsor submits the form, department contacts will be notified via email that it has been completed, along with the provided information.

Note: The "New J-1 Department Incidental Patient Contact" e-form will be locked until the faculty sponsor submits the required information.

If the scholar does not have a medical degree select N/A. 

If the scholar has a medical degree: Select if there will be incidental patient contact or not based on the previous email response by the faculty sponsor. 

If there is incidental patient contact, a five-point statement will be prompted for confirmation. The signer of the five-point statement is determined based on if the appointment is an academic appointment or a clinical observer through Medical Education appointment.

Processing Fee Submission Form (Aventri)

The form DS-2019 will not be issued until payment has been made.  

  • NOTE:Institutional policy requires that departments pay the service fee for all persons appointed in Postdoctoral appointments. 

ISEO Processing Fee is required for J-1 Initial/Transfer-In requests. 

ISEO Rush Fees: 

  • Initials that require a start date in less than 45 days (excluding holidays) will also require a rush fee. This policy reflects the processing time of our federal agencies, which include lengthy background checks required by the U.S. Dept of State for visa applications. 
  • J-1 rush fee is required for any transfer-in or extension requests that require processing under 15 business days. 

 Review and Submission

Complete Financial Information Review

When a prospective scholar submits the "J-1 Initial Financial Information and Submission" eform, a second approver email is automatically sent to the departmental contact with an embedded link to the "Funding Information Review" eform.

Confirming the scholar's funding sources:The scholar eform requires them to upload all documents pertaining to any funding, aside from UCSD paid appointments; however, ONLY departmental contacts will input numeric funding values.  

  • Allowing only the departmental contact to submit total funding amounts ensures the scholar's reported funding meets J-1 Exchange Visitors requirements.  

J-1 Exchange Visitors are required to demonstrate minimum monthly funding as follows:

  • J-1 Principal: $2400/month

  • J-2 Spouse: $800/month

  • J-2 Child (each): $400/month

Acceptable Funding Documentation

Funding documentation should clearly indicate the amount which you will be receiving, and the dates during which it will be received. 

Some examples of acceptable funding include: 

  • UC San Diego Funding 
    • Offer letter 
  • Government or Organizational Funding 
    • A letter from the organization or office showing the amount you will receive, and the dates during which you will receive it
    • A letter from your employer stating you will still receive your salary while abroad at UC San Diego, and including the amount you will receive, and the duration of funding
    • A scholarship document clearly outlining the amount of the scholarship, you as the recipient, and when it will be issued 
  • Personal Funding 
    • A bank statement no older than 6 months showing liquid funds
    • A bank statement from an individual sponsor no older than 6 months showing liquid funds, including a statement of sponsorship 

Some examples of funding that we cannot accept include:

  • Tax statements
  • Credit card documentation 
  • Investments, stocks, or other non-liquid funding
  • Letters or documents that do not clearly indicate your name or the dates

Click the link labeled "View/Save/Print E-Form Group" beneath the title of the J-1 Initial Request e-form group page to open a PDF containing all data submitted by the department user and the scholar. Please review all information carefully before proceeding with the e-form.

Final Sign-Off of Sponsorship

Indicate if confirmation from another departmental contact or the department chair is required to complete this application.

  • If yes, provide the appropriate contact information so a second approver email can be sent.
  • If no, you may proceed to complete and submit this final e-form.

Upon submission, the status of the request will change from "In Progress" to "Pending Office Approval."

ISEO Review and Processing

ISEO Review

iServices requires that the request be fully complete by department and scholar before reaching the ISEO team for processing. 

  • Once submitted the assigned scholar advisor will review the submission.  
  • If additional information/documentation is required, the advisor will reach out to the departmental contact or scholar via email before approving. 
  • If nothing additional is needed, they can process and approve the submission, attaching a DS-2019 as appropriate. See processing times below.

 

Processing Times

Once we receive your request, we will review all the information and documentation, and let you and your department know if we require anything additional. 

Standard Processing:

  • 15 business days from submission of complete request.
  • Requested start date must be at least 45 days out from submission of complete request.

RUSH Processing:

  • Additional fee required
  • 5 business days from submission of complete request.
  • Requested start date must be at least 30 days out from submission of complete request.
